QUEBEC, CANADA [Flavour Ban, Nic Cap, Packaging Restrictions]

“The sale of flavoured vaping products will be prohibited in Quebec as of Oct. 31. A new regulation announced Wednesday morning by the Quebec government will also limit the maximum nicotine concentration of these products, and require certain information be included on the products and their packaging.”

STUDY SHOWS E-CIGS BETTER THAN NICOTINE PATCHES TO HELP PREGNANT WOMEN STOP SMOKING

“The study included 1,140 pregnant women who were trying to stop smoking, who were divided into two groups. Half of the women received e-cigarettes; the other half received nicotine patches. Both approaches were equally safe. The only meaningful difference was that fewer women in the e-cigarette group had children with low birthweight (weighing less than 2,500 grams). The researchers say this is most likely because e-cigarettes were more effective in reducing the use of conventional cigarettes. At the end of their pregnancy, women reported whether they had quit. However, some women had quit smoking using a product they were not assigned, mostly women given patches, who stopped with the help of e-cigarettes they had procured for themselves. When the researchers looked at successful quitters who only used the treatment they were allocated, they found that almost twice as many women had quit with e-cigarettes as with nicotine patches.”

UNSCIENTIFIC ‘VAPING CAUSES LIVER DISEASE’ PSEUDO STUDY FINALLY RETRACTED AFTER OVER A YEAR BEING USED FOR FAKE ANTI-VAPING CLAIMS

 “A study linking nicotine vapes to liver disease was retracted from Gastroenterology Research after the authors failed to reply to concerns about the researchers’ methods and findings. The retraction stated that “concerns have been raised regarding the article’s methodology, source data processing, including statistical analysis, and reliability of conclusions.” The study was published in June 2022. The 13 co-authors of the study drew from the National Health and Nutrition Examination Survey and analyzed participants’ responses for associations between liver disease and the use of cigarettes or vaping products. They claimed the results showed “e-cigarette users … were associated with higher odds of having liver disease compared to nonsmokers.” The data also didn’t allow for analysis around timing, which means it’s not possible to tell whether liver disease was developed before or after smoking/vaping.
 
“This is a greater problem than just one study,” said Gregory Conley, director of legislative and external affairs for the American Vapor Manufacturers Association, noting a 2020 retraction by the Journal of the American Heart Association of a study connecting vaping to heart attacks. The 2020 retraction letter to the journal was made public, but the issue with the Gastroenterology Research paper is less clear because “there is silence around why it was retracted,” said Conley.”

SOUTHEND, ESSEX, UK [Low Smoking Rate Thanks To Promoting The Switch From Smoking To Vaping]

“The city’s director of public health, Krishna Ramkhelawon¸ said consistent figures for helping people quit smoking are behind the belief that Southend is on target to achieve the target where under 5 per cent of people are smokers. He said: “The reason why they believe that is our success rate remains quite high for the number that we are getting through the service. It has remained over 40 per cent, where most places are dropping to 30 per cent in terms of quit rate. The approach we have taken since 2018 was to move people onto vaping, the reason being that the comparative data we had in 2017 was that using tobacco was more likely to give you other forms of diseases than vaping could.”
Vaping itself has since come under the spotlight with some raising concerns it may also be harmful, especially to young people. Mr Ramkhelawon added: “There was nothing to suggest what vaping could do and that’s the piece of work that’s ongoing. We introduced in 2019 the scheme where we encouraged people to go for vaping and quit smoking and I think that’s the main reason why we are seeing a high rate of tobacco quitters. The city’s stop smoking service includes 29 GPs and 11 pharmacists signed up to provide 12 weeks of support to quitters, with the latter offering a walk-in service. Four vape shops in the city are offering a Vape Swap Smoking Service which includes a free starter kit.”

LONDON, UK [Anti-Smoking Organizations Support Vaping As Smoking Cessation Aid]

 “Directors of public health in London have joined others in urging those working with adult smokers to encourage them to swap cigarettes for vapes to help them stop smoking. The London Tobacco Alliance, a partnership created to accelerate efforts to eliminate smoking in London, has published its position on the use of nicotine vapes as an aid to help adults quit smoking. The statement also supports recently announced measures to make vaping less accessible and appealing to children. The alliance, which includes the London Association of Directors of Public Health (ADPH), argues that alongside free behavioural support and licensed stop smoking aids, nicotine vapes play a ‘significant role’ in reducing the harm caused by tobacco.”

VAPING HAS HELPED INMATES SINCE UK PRISON SMOKING BANS WERE IMPLEMENTED

“Vaping has surged in U.K. prisons since a smoking ban went into effect in 2017 (in England and Wales). In the 2021–2022 financial year, prisoners spent close to £8 million on vapor products. Prisoners have access to vapes as well as nicotine-replacement therapy. While the surge in vaping has been positive in terms of harm reduction, the abrupt change has had its challenges. With the prohibition of smoking in prisons came illicit cigarettes and trading/selling other personal property, including meals, in order to obtain cigarettes. Despite this, the number of prisoners who have turned to vaping and stuck with it is promising. “The fact that many people have access to vaping products is welcome news from a tobacco harm reduction perspective,” said Debbie Robson, senior lecturer in tobacco harm reduction at King’s College London. “Great progress has been made in creating a smoke-free prison estate despite doubting it was achievable given the high smoking rates in prison settings.” Robson speaks with formerly incarcerated individuals while conducting research, and many have expressed that their first vaping experiences were in prison, and “some have stayed smoke-free ever since.””

UK MP Mary Glindon Promotes The Benefits Of Switching To Vaping

“I am not a smoker, but know why people take it up and how many want to quit but cannot. I have been working with MPs across the political spectrum to highlight the benefits that vapes offer smokers. I support the government’s commitment to vaping as a way of achieving ambitions for a smoke-free future by 2030. We must defend the nation’s public health from those around the world who would try and force the UK to chart a different and more harmful course. The World Health Organisation is rabidly anti-vaping, although it could help one billion smokers around the world to stop. We should be sceptical about their plans. Vaping and maybe heat-not-burn products can do the job of curbing clearly dangerous cigarettes, and that would be an advance. Of course, in an ideal world people would stamp out smoking altogether. But we cannot allow the perfect to be the enemy of the good.”

“In February 2022, the World Journal of Oncology published an article by a team of 13 researchers claiming that vapers are about as likely to get cancer as people who smoke traditional cigarettes. Citing this article, Stanton Glantz, a tobacco-control activist and retired professor of medicine at the University of California, San Francisco, claimed that not only are there “some carcinogens in e-cigarette aerosol,” but “now there is also direct evidence that people who use e-cigarettes are at increased risk of some cancers.” And then the World Journal of Oncology’s editors retracted the study because “concerns have been raised regarding the article’s methodology, source data processing including statistical analysis, and reliability of conclusions.” The study is indeed riddled with errors.”

U.S. HOUSE OVERSIGHT COMMITTEE TO INVESTIGATE CTP

“The U.S. House Oversight and Accountability Committee will investigate the practices of the Food and Drug Administration’s Center for Tobacco Products (CTP). Chairman James Comer is conducting the probe of the FDA’s regulation of tobacco and nicotine products through the CTP. The CTP has failed to effectively define and administer its tobacco and nicotine regulatory programs, resulting in industry uncertainty and unsafe products reaching the marketplace, according to a committee press release. In a letter to FDA Commissioner Robert Califf, Comer is requesting documents, communications and a staff-level briefing related to the CTP’s activities to ensure it is performing its regulatory function as intended. “We have deep concerns that CTP’s decisions have been influenced by political concerns rather than scientific evidence,” wrote Comer.“ Comments from FDA staff to RUF, which are no longer available on its website, reflect such concerns.
 
For example, one commenter said, ‘[i]n cases where reviews are finished and scientific decisions are made, they are also overruled by political agendas and pushed to change decisions.’ Another stated, ‘scientific disagreement is frowned upon, if not entirely suppressed,’ while a third said leadership was ‘… unsupportive of a reviewer’s fundamental duty to provide an unbiased review using the best available science.’ FDA must clearly identify and publicize what scientific criteria are necessary for a product, to include [electronic nicotine-delivery system (ENDS) products] and smokeless products, to be authorized through the PMTA pathway and—where appropriate—the subsequent [modified-risk tobacco product applications (MRTPs)] pathway.”
